Cui Ping Lake in Gutian, Fujian, boasts a water area of 37.1 square kilometers, standing as the largest artificial freshwater lake in Fujian Province. Dotted with 36 islands, it shimmers amidst rolling mountains with crystal-clear water. More than just the "mother lake" of Gutian people, it serves as a critical ecological barrier in northeastern Fujian.

To safeguard this clear water body, Gutian County has pioneered an innovative path of "Smart Water Governance". Targeting 20 monitoring sections across 17 rivers in the basin, the local government has built a "Smart River and Lake" management platform for real-time water quality monitoring and data analysis, established an air-land-water integrated patrol system via the Smart Ecological Police Platform, and deployed an AI-powered "Coastal Electronic Fence" early warning system to identify risky behaviors. This integrated approach addresses key challenges in water environment management, from precise monitoring to intelligent supervision.

Persistence yields remarkable results. In 2022, Gutian County was named a National Ecological Civilization Construction Demonstration Zone. In 2023, Cui Ping Lake was certified as a 5-Diamond Smart Scenic Area and a National AAAA-Level Tourist Attraction. In 2024, its governance model was selected as an Excellent Case of Beautiful Rivers and Lakes in Fujian Province and included in the Compilation of Typical Cases of River Chief System Implementation (2024) by the Ministry of Water Resources.
